Why Does Google Promote Bad Content that Will Get You Penalized by the Google Spam Police?

Google needs to do a better job of promoting content that supports websites that follow all Google guidelines and not put terrible SEO advice that may get you penalized by Google at the top of search results. In the past Google has correctly penalized sites that over used "free low quality Directories" trying to sell Pagerank.
Unfortunately Google makes many mistakes and unfairly penalizes some innocent websites incorrectly. I have seen Google penalize many sites incorrectly and unfairly over the last 10-years and I have published detailed proof. Google has fixed about 40% of their mistakes that I have documented over the last 10-years. 

Please look at the screen shot below. It is from a Google search for "directory submission sites". What Google shows is terrible SEO advice and exactly the type of "free low quality sites" Google has penalized for previously. I think Google needs to fix this yesterday. It will be interesting to see what Google does, sometimes Google is stubborn and refuses to fix their mistakes. A good example of why the FTC needs to put tough new regulations on Google is the website 7MEG.net .



There are more problems with the content Google is promoting, e.g. the list shows sites that are closed down and not available, like DMOZ.com .
Google stopped showing Pagerank a long time ago and this horrible list still shows the Pagerank (PR4, etc.) So besides being bad SEO advice, it is outdated.

If you look at the directories on the list, many of them only have their home page indexed in Google and all the internal pages are correctly not indexed by Google because they do not follow Google guidelines and they are "pure spam".
I agree they are low quality free spammy directories that do not follow Google guidelines and Google should and does penalize them.

However it is EVIL for Google to put this list of Crappy Directories at the top of the search results for "directory submission sites".
I have sent in feedback to Google previously about this problem and I have explained to Google why they should fix this terrible situation today.
